I think Greenzone has you covered. Still, I'll answer the question.
You can use Windows Paint (or any other bitmap graphics creation software). In most programs, when you create a new image it will ask for the image size/resolution you want. At that point you would type in the horizontal pixels at 1024 (or 512 if you want even smaller) and vertical pixels at 256 (or 128 if you used 512 horizontal). You don't have to have anything in the image, so just save it down as mirror.bmp. You can save it straight to the AddOns folder, or save it somewhere else and copy it there.
If you do use Windows Paint, I don't think the option to create a new image asks for the image size. In that case, just let it create the new image, then select "resize" from the edit menu (or dig around for the resize option if you're using Vista or 7). In the resize dialog, you enter the values (make certain you select pixels instead of percentage) and save it down.
